Canada Implements 25% Retaliatory Tariff on U.S. Origin Goods

Retaliatory tariffs on the United States took effect at 12:01 a.m. today, March 4, 2025, in response to U.S. tariffs. The Government of Canada has officially implemented a 25% surtax on a range of U.S. origin goods, mirroring the United States' 25% tariff on Canadian goods. This surtax, originally set to take effect on February 4, 2025, was delayed but has now been enacted.

 

United States Surtax Order (2025-1) Now in Effect

The surtax applies to $30 billion worth of imported U.S. goods, covering a wide range of consumer and household products, including:

  • Food products (e.g., orange juice, peanut butter, coffee, and spirits)

  • Cosmetics and perfume

  • Pulp and paper products

  • Textiles and apparel

  • Handbags and footwear

  • Appliances and furniture

  • Motorcycles

The CBSA has also issued a customs notice regarding the implementation of these measures: Customs Notice 25-10.

 

Additional Measures Expected

The Canadian government has also announced that further retaliatory measures will follow within 21 days, covering an additional $125 billion worth of U.S. imports. These goods, currently under public consultation, are expected to include:

  • Passenger vehicles and electric vehicles

  • Steel and aluminum products

  • Aerospace products

  • Food categories such as beef, pork, and dairy

Prime Minister Trudeau has reiterated the government’s commitment to supporting Canadian industry and continues to assess further trade measures in response.
