30-day extension to submit financial security before the end of CARM transition period

News Release: Deadline for Release Prior to Payment (RPP) Financial Security Extension

In response to multiple stakeholder requests, the Treasury Board has approved a 30-day extension for importers to fulfill the Release Prior to Payment (RPP) program’s financial security requirements. Importers now have until May 20, 2025, at 3:00 AM (EDT) to post their financial security in the CBSA Assessment and Revenue Management (CARM) system.

What Happens After the Deadline extension?

After this deadline, importers who have not met the financial security requirement will no longer be eligible for RPP benefits. This means:

  • Goods will not be released prior to payment.

  • Full payment of all applicable duties and taxes will be required before goods are released at the port of entry.

  • This could result in delays in clearance and potential disruptions to supply chains.

Immediate Action Required

  1. If you are already enrolled in RPP: Submit your financial security in CARM before the deadline to maintain a smooth and uninterrupted release of goods

  2. If you are not yet enrolled: Register for the RPP program now to take advantage of the extended transition period and avoid clearance delays.

Key Details to Keep in Mind

  • Until the deadline, importers enrolled in RPP will continue to have their goods released prior to payment, even if financial security is not yet posted.

  • After May 20, 2025, this flexibility will end—importers without posted financial security will need to pay in full (duties + Taxes) before their goods are released.

  • Enrolling in RPP and posting financial security ensures smoother trade operations and reduces financial strain at the time of import.
