Urgent Action Required: Changes to Business Number Programs under CARM

As part of the CARM initiative, the Canada Border Services Agency (CBSA) has implemented important changes regarding the RM program number extension of company business numbers. These changes impact any business involved in both importing and exporting activities.

Under the new regulations, the use of a single RM program number for both importing and exporting is no longer permitted. Instead, separate RM program numbers are required for each activity.

For example:

Previously, the BN-15 number 123456789RM0001 could have been used for both importing and exporting.  Under the new rules, a secondary RM extension is needed.

In this example, 123456789RM0001 (could be used for importing) and 123456789RM0002 (could be used for exporting).

The functionality to register for RM program numbers through the CARM client portal is not yet available but is expected in CARM Release 3, scheduled for October 21, 2024. Until then, CBSA has introduced an interim process to manage any required changes to RM program numbers.

Companies can register for new RM program numbers or convert existing RM program numbers into import or export program numbers as appropriate using an interim process.
